Christians must in fact promote an authentic culture of welcome capable of accepting the truly human values of the immigrants over and above any difficulties caused by living together with persons who are different.

Religious, social, charitable and cultural associations of Christian inspiration should also make efforts to involve immigrants themselves in their structures.

Popular piety, too, deserves particular attention as it is characteristic of many migrant communities. Here it is a question of …….. From this union of spirit a more participated liturgy can also develop, one that is better integrated and spiritually richer.

In particular we have in mind pastoral assistants and catechists, animators of groups of young people or adults, persons engaged in the world of labour, in social and charitable services. In the Church itself, one could examine the possibility of instituting a suitable form of non-ordained ministry of welcome with the task of approaching migrants and refugees and introducing them gradually into the civil and the ecclesial community.

In this context each host Church is called upon to integrate the concrete reality of the persons and groups that compose it, bringing the values of each one into communion, as all are called upon to build a Church that is concretely Catholic.

The following is a translation of the Cardinal's speech at the presentation, which was given in Italian. Since the last century, the Holy See has systematically focused its attention on the phenomenon of human mobility with interventions that show a profound understanding of this changing social contingent, and an indisputable capacity for suggesting pastoral solutions with a view to the full integration of immigrants into the host environment. Thus, an initial anxiety about the many dangers implicit in this phenomenon was followed by an appraisal of its spiritual and cultural potential, without forgetting the human cost of the experience of migration and its manifold social, financial and political effects. Thus, in the second post-war period of the last century, while religious institutions for social assistance to immigrants were being founded in various nations, people finally felt the need for an authoritative intervention on the part of the Holy See in order to reactivate and reorganize the vast and complex pastoral involvement in this sector. With this Document the Pope made himself the champion of a new structure of assistance to immigrants of various nationalities and established a common and universal discipline for the Catholic Church. For this reason, Exsul Familia is considered the magisterial magna carta on migration. Indeed, it was the first official Document of the Holy See to address in a systematic, comprehensive manner the problem of spiritual assistance to migrants from the historical, pastoral and canonical viewpoints.
